In the period 10 September – 5 November 2010, Iceland, Liechtenstein and Norway strongly encouraged civil society representatives in Central and Southern Europe and in the Donor States to contribute their views and positions on the future priorities for support under the EEA and Norway Grants 2009-14.
The three donor states would like to thank all respondents who participated in this process.
The contributions to the open consultation are currently being analysed and a short summary shall be published in the near future. Suggestions and comments made shall be considered in finalising the Donor proposals and related documents, including final NGO guidelines. All documents will be made available at www.eeagrants.org.

The EEA Grants and Norway Grants are Norway, Iceland and Liechtenstein's contribution to reducing economic and social disparities in the European Economic Area and to the strengthening of bilateral relations between the donor states and the 15 beneficiary states in Central and Southern Europe. Norway provides 97% of the total funding.
Between 2004 and 2009, Norway, Iceland and Liechtenstein have supported large and small NGO initiatives in the 12 most recent member states of the EU, as well as in Greece, Portugal and Spain with around €185 million in grants. 19 NGO Funds have operated in most of these countries, supporting initiatives in the fields of democracy, human rights, social inclusion, and environmental protection as well as capacity-building activities.
For the period 2009-2014, at least 10% of funds allocated to each country through the EEA Grants have been earmarked for support to civil society. Moreover, NGOs are eligible applicants in all of the beneficiary states under other programme areas proposed for funding under both the EEA Grants and Norway Grants.
The donor states have prepared a set of proposals (see 'documents for consultation' further down) for future support under the new EEA and Norway Grants 2009-14. The lessons learnt drawn through the evaluation of the NGO Funds 2004-2009 have been an important contribution to shaping these proposals.
The donor states value the participation and input of key stakeholders in the process of defining future priorities for support and strongly encourage civil society representatives to contribute their views and positions on the proposals through this consultation.
The objective of the consultation is to receive input from the NGO community on the proposals for support to civil society through the EEA and Norway Grants 2009-2014. The input shall also contribute to the development of a Guideline for future NGO Programmes under the EEA Grants 2009-14.
Draft NGO Guideline: This document is a draft proposal by the FMO for consultation and is subject to change pending donor state approval.
The consultation period has been extended until 5 November 2010.
